We have a rule that if there is snow on the ground the kids must have snow pants and boots on. Some schools have different rules about the playground vs being out in the snowy field, but the majority is that you need boots and snow pants. As for having the stuff on during lunch, I remember always having to do that, but we were allowed to leave coats in a certain place like in a pile by the class door or something.. don't exactly remember.
